The Senate has opted to prioritize bills endorsed by the Legislative-Executive Development Advisory Council (LEDAC) over rushing the passage of a proposed constitutional amendment, according to its agenda and schedule for the last week of session. Senate hearings on the proposed measure to amend the 1987 Constitution have not been scheduled until the last session day on March 20, coinciding with the Congress recess set from March 23 to April 28. Despite this, House leaders expressed hope for Senate cooperation on the matter, emphasizing the importance of collaboration to address potential constitutional challenges. Discussions on the issue are expected to continue during the Holy Week break, providing an opportunity for leaders of both houses to strategize on the next steps regarding the proposed constitutional amendments. Meanwhile, the House Majority Leader suggested that once approved by Congress, the constitutional amendments may be forwarded to the Commission on Elections (Comelec) for a plebiscite, underscoring the significance of public participation in deciding on the proposed changes.
