DSWD Secretary expressed readiness to explain the AICS program AKAP to lawmakers

Secretary Rex Gatchalian of the Department of Social Welfare and Development (DSWD) has expressed his readiness to clarify the Ayuda para sa Kapos ang Kita Program (AKAP) to lawmakers after concerns were raised about its budget allocation.

Gatchalian emphasized the importance of AKAP in providing assistance to minimum wage earners and those considered “near poor” to mitigate the impact of inflation. He highlighted the contributions of these individuals to the economy and stressed the need for government responsiveness to their needs.

Sen. Imee Marcos questioned the funding allocation for AKAP, describing it as unfamiliar and suggesting it might be an insertion by the House of Representatives. Gatchalian clarified that the funding for AKAP remains intact as the DSWD is still finalizing the program’s guidelines.

He explained that AKAP aims to support minimum wage earners as an anti-inflation measure and assured that the DSWD would ensure the program’s compliance with its mandate.

Gatchalian also noted that it’s not unusual for budget allocations to be made before guidelines are crafted, emphasizing the importance of complying with the special provisions outlined in the law.

He acknowledged the legislative branch’s authority in introducing budget amendments and cited previous instances where new programs were introduced through legislative amendments.

Overall, Gatchalian assured the public that the DSWD would work to craft guidelines for AKAP to effectively fulfill its mandate and respect the legislative process in budget amendments.
