Congressman Juan Carlos Arjo Atayde of Quezon City’s first district is advocating for the passage of House Bill No. 9488, also known as the “Protection of Labor Against AI Automation Act.” This legislation aims to safeguard Filipino workers across the nation from the potential negative impacts of artificial intelligence (AI) and automation.

Atayde emphasized that the presence of AI should be leveraged to enhance the productivity of Filipino workers, rather than replace them. He underscored the importance of using AI technologies to boost efficiency and create more employment opportunities.

The proposed bill addresses concerns about job displacement caused by AI adoption. It prohibits the use of AI and automation technologies to replace human workers unless equivalent alternative employment opportunities are provided. Additionally, employers are barred from exclusively using AI in hiring, assessing, and terminating employees. Human oversight is required during these processes to ensure fairness and transparency.

While aiming to prevent job losses, the bill allows for the use of AI in industries or positions where it is deemed necessary for safety, efficiency, or societal benefit. However, appropriate measures must be implemented to mitigate potential job displacement.

AI, as defined in the bill, refers to computer systems capable of performing tasks that typically require human intelligence. AI algorithms are designed to develop expert systems capable of making predictions or classifications based on input data.

Atayde’s advocacy for this legislation was influenced by discussions with Hollywood writers and artists during a recent trip to the United States. These individuals expressed concerns about job losses and reduced wages resulting from the use of AI in the US film industry.
