Government is considering implementing regulations for e-bikes

The government is planning to implement regulations for e-bikes and electric tricycles in Metro Manila following complaints from motorists about their presence on major thoroughfares. Acting Metropolitan Manila Development Authority (MMDA) Chairman Romando Artes highlighted instances of e-bike and e-trike drivers causing traffic issues, including stopping in the middle of intersections on the South Luzon Expressway.

Currently, e-bike and e-trike drivers are not required to register their vehicles or obtain driver’s licenses, making it challenging for traffic enforcers to address violations. Artes emphasized the need for immediate action to regulate these vehicles before they cause major accidents.

Land Transportation Office (LTO) chief Vigor Mendoza II proposed requiring registration for e-bikes and e-trikes, along with mandatory driver’s licenses for users. The Land Transportation Franchising and Regulatory Board (LTFRB) expressed concern about the growing number of e-bikes and e-trikes, which compete with franchised public utility vehicles.

LTFRB Chairman Teofilo Guadiz III emphasized the importance of modernizing public transit and preventing e-bikes and e-trikes from impeding this goal. Recommendations for regulating these vehicles will be presented to the Department of Transportation (DOTr) based on discussions between MMDA, LTO, LTFRB, and representatives from 17 local government units in Metro Manila.

The government aims to consider the suggestions of LGUs to regulate the use of e-bikes and e-trikes on major roads in the metropolis, with a focus on promoting safer and more efficient transportation systems.
