Raymond Powell, a maritime defense analyst based in the United States, commended the Philippines’ adoption of “assertive transparency” as a strategy to counter China’s aggressive actions in the West Philippine Sea. According to Powell, this approach, which involves the use of photographs and videos to expose illegal incursions and incidents of harassment at sea, has been effective in holding bad actors accountable for their actions.

In a roundtable discussion with The Manila Times, Powell emphasized the significance of the Philippines’ utilization of assertive transparency over the past year, describing it as “revolutionary.” He cited the example of the Feb. 6, 2023 incident at Ayungin Shoal, where a China Coast Guard (CCG) ship used a military-grade laser to drive away a Philippine Coast Guard (PCG) vessel. Powell noted that the subsequent documentation of similar incidents by the PCG, including the presence of Chinese vessels near Philippine outposts, led to a dispersal of these vessels, indicating China’s discomfort with the public exposure of its actions.

Despite the Philippines’ relative disadvantage in terms of military strength compared to China, Powell highlighted the country’s ability to leverage assertive transparency to gain moral high ground in the dispute. He emphasized the importance of national resilience and public support in strengthening maritime security and passing legislation to safeguard national interests.

Overall, Powell suggested that assertive transparency has contributed to creating conditions conducive to success for the Philippines in its efforts to protect its maritime sovereignty and deter Chinese aggression in the West Philippine Sea.
