The Philippines is actively pursuing the “best” deal for its farmers and fishermen
In preparation for the high-level World Trade Organization (WTO) ministerial conference in the United Arab Emirates, President Marcos has issued a clear directive to the Philippine delegation: “Get the best deal.” Agriculture Secretary Francisco Tiu Laurel Jr. emphasized this directive, underscoring the importance of securing the most favorable terms for the country’s interests.
The ministerial conference, known as MC13, is a crucial platform where over 160 countries gather to shape global trade policies. It is viewed as a pivotal moment for the WTO, facing various challenges ranging from geopolitical tensions to diverging interests among member-states.
For the Philippines, the focus at MC13 lies primarily in advancing its agricultural and fisheries agenda. Key areas of negotiation include state procurement of food stocks for food security, the establishment of a new special safeguard mechanism (SSM) to protect domestic farmers from import surges, and the implementation of stricter regulations to combat illegal fishing practices and overfishing.
These issues have been contentious in previous WTO conferences, but the Philippines remains committed to advocating for its farmers and fishermen. Secretary Tiu Laurel, drawing on his extensive experience in the private sector, is poised to lead the delegation in pursuing favorable outcomes for the country.
Former agriculture undersecretary Ernesto Ordoñez expressed optimism about the negotiations, citing Tiu Laurel’s deep understanding of the challenges faced by farmers and fishermen. Additionally, industry stakeholders have been actively engaged in dialogues with government officials to ensure that their concerns are represented in the negotiations.
Looking ahead, the draft ministerial text suggests a push for permanent solutions on critical issues such as public stockholding, while modalities for the SSM are expected to be established for further negotiations.
Amidst these discussions, it’s important to note the role of the WTO’s appellate body, which serves as an independent entity for resolving disputes between member-states. This body plays a crucial role in ensuring the integrity and fairness of the WTO’s dispute settlement process.
