The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) has issued a warning for Mindoro, where temperatures are expected to soar today with the heat index reaching as high as 42 degrees Celsius. This heightened temperature poses risks of heat stroke and heat cramps, prompting the public to take precautions to stay safe.

State meteorologists attribute the intensifying heat to the El Niño phenomenon and the approaching summer season. In addition to Mindoro, temperatures above 40 degrees Celsius are anticipated in the Cagayan Valley region, further exacerbated by humidity.

Despite these high temperatures, PAGASA notes that the northeast monsoon, or Amihan, continues to influence northern Luzon, bringing light rains to certain areas. Conversely, easterlies are affecting the rest of the country, including Metro Manila, where isolated rainshowers and localized thunderstorms may occur.

Regarding agricultural impacts, the Department of Agriculture (DA) reports that only a minimal 0.5 percent of rice fields have been adversely affected by the El Niño phenomenon. Damage to agriculture, totaling P357.4 million, has primarily impacted Western Visayas, with around 1,000 hectares of rice fields affected.

In response to these challenges, the government is providing assistance to affected farmers. This includes credit assistance amounting to P500 million, with each affected farmer and fisher receiving P25,000. Additionally, insurance claims totaling P1.8 billion are set to be distributed, with a maximum claim of P20,000 per individual. Financial assistance of P5,000 for rice farmers and P3,000 fuel subsidies for both farmers and fishers are also being provided, alongside technical support such as the adoption of alternate wetting and drying technology.

With these measures in place, the government aims to mitigate the impact of El Niño on agriculture and support affected communities during this challenging period.
